73 UNGA: Statement by the Cuban Delegation at the Meeting of the United Nations Special Committee on Decolonization. Topic:The Question of Western Sahara. New York, June 17, 2019.

Madam President,

It has been 56 years since the United Nations Special Committee on Decolonization declared Western Sahara as a Non-Self-Governing Territory. In the last 23 years numerous resolutions of the General Assembly, the Security Council and the African Union have ratified the right to self-determination of the Saharawi people in line with United Nations resolution 1514 (XV) on the granting of Independence to colonial countries and peoples.

Mr. President,

The achievements of UNICEF and its work over the past year in implementing the Strategic Plan 2018-2021 and the rest of the Organization's programme documents are commendable. These results continue to demonstrate UNICEF's commitment to the implementation of the 2030 Agenda and the promotion of the well-being of the world's children, particularly those still living in extreme poverty.

Madam Chair,

We thank the Secretary-General for presenting his proposals to address the financial situation of the Organization. We are also grateful for the related report submitted by Mr. Cihan Terzi, Chairman of the Advisory Committee.

My delegation associates itself with the statement delivered by the State of Palestine on behalf of the Group of 77 and China.

The delegation of Cuba congratulates you on your election and wishes you success in the discharge of your duties. You can count on our support and full cooperation.

Cuba welcomes the establishment of this Open-Ended Working Group of the General Assembly, in accordance with resolution 73/27 adopted last year and the commencement of its works.

We fully support the adoption of the provisional agenda and the rules of procedure of the Open-Ended Working Group.

Dear Ambassadors, distinguished colleagues:

Since May 2, with the activation of Titles III and IV of the Helms-Burton Act, the Government of the United States has implemented new aggressive measures against Cuba, as part of its policy of intensifying the economic, commercial and financial blockade that it has imposed against my country for 57 years.

The Cuban delegation takes this opportunity to recognize the work done by the ambassadors of the United Arab Emirates and Luxembourg as co-chairs of the intergovernmental negotiations on Security Council reform during the 73rd session.

We appreciate the update of the document on elements of communality and issues for further consideration presented by the co-facilitators.

Madam Vice-president,

We thank the Secretary-General for the presentation of the report on the implementation of the General Assembly resolutions 71/243 and 72/279 and their annexes, and that of the UN Development Coordination Office. We hope to be able to consider the proposals presented in the Report on a case-by-case basis and to support an informed decision in that regard at the General Assembly.

Mr. President,

We endorse the statement delivered by the Bolivarian Republic of Venezuela on behalf of the Non-Aligned Movement.

We share the concern reflected in the most recent report of the Secretary-General on the protection of civilians in armed conflict (S/2019/373), which states that civilians continue to account for the vast majority of victims in conflict situations, targets of indiscriminate attacks and other violations.

We thank the Under-Secretary-General for Management Strategy, Policy and Compliance for her presentation on the financial situation of the Organization and the subsequent update.
