New York, December 6, 2017. Ambassador V. Nebenzia, Permanent Representative of Russia to the United Nations, sent to the Secretary General of the organization Antonio Guterres, a statement by the Federation Council of the Federal Assembly of the Russian Federation on the need to end the economic, commercial and financial blockade imposed by the United States of America against the Republic of Cuba. In his letter the Russian diplomat requested that the statement be distributed as a document of the General Assembly, under item 42 "Necessity of ending the economic, commercial and financial blockade imposed by the United States of America against Cuba".
The Statement by the Federation Council of the Federal Assembly of the Russian Federation strongly condemns the blockade against Cuba. It points out that Washington does not comply with the universally recognized principles and norms of international law and does not have the will to respect Cuba's sovereignty, regardless of whether there is a democratic or republican administration in the White House.
It asserts the United States ignores the resolutions approved by an absolute majority in the General Assembly of the United Nations on the need to end the blockade against the Republic of Cuba, thus opposing the international community. It recognizes that the pressure that the United States of America exerts unilaterally on Cuba constitutes a totally unjustified trace of the past and that such policy has caused enormous damage to the socioeconomic development of Cuba, undermines the rights and legitimate interests of Cuban citizens and hinders the development of international cooperation.
The statement dated in October and highlighting the Russian solidarity towards the island, states that the prolonged blockade against Cuba has not achieved the objective of changing the political and economic development model of the island, nor has it forced the Cuban people to sacrifice its independence and sovereignty.
