New York, 30 October 2019. Anet Pino Rivero, Head of International Law at the Ministry of Foreign Affairs of Cuba, recognized today the work of the International Court of Justice, and noted that her country welcomes the peaceful settlement of disputes in accordance with Article 33.1 of the Charter of the United Nations.
She regretted the existence of unenforced Court judgments, in clear violation of Article 94 of the Charter of the United Nations, which establishes that each member of the United Nations undertakes to comply with the ruling of the International Court of Justice in any litigation to which it is a party. The refusal on the part of those nations to comply with the judgments pronounced and the obstacles they have place in the United Nations mechanisms to enforce judgments using the privilege of the right of veto in the Security Council, show the imperfection of the Court’s mechanisms to enforce its decisions, she added.
The Cuban representative expressed, at the General Assembly Hall, that all the work of the International Court of Justice plays a fundamental role in the strengthening of the rule of law at the international level, through its judgments and advisory opinions the Court contributes to specify international law. She took the opportunity to thank for the publications made available to government parties and the online resources, which constitute valuable material for the dissemination and study of Public International Law, especially for developing countries.
Pino Rivero took the opportunity to reiterate that Cuba is a country with a pacifist and respectful vocation of international law and has always faithfully comply with its international obligations deriving from the treaties to which it is a party.
